Phase I and Phase II Assessments

Phase I Environmental Site Assessments (ESAs) are performed in accordance with the EPA All Appropriate Inquiry (AAI) Rule and ASTM Standard E 1527-13 and are designed to identify potential environmental liability associated with the current and historical use of the property and adjoining properties.

An EWI Phase I Environmental Site Assessment includes but is not limited to:

  • Historical property records review and land-use research;
  • Interviews with current and previous owners and occupants;
  • Site inspection and review of current property operations and conditions;
  • Regulatory environmental records, file and database reviews;
  • Level 1 vapor encroachment and intrusion assessments;
  • Identification of Recognized Environmental Conditions (RECs), Historical RECs (HRECs) and Controlled RECs (CRECs) or other conditions indicative of potential environmental impact and financial liability; and,
  • Opinions and recommendations regarding the findings of the assessment.

Phase II Assessment and Investigation

Based upon the results of the Phase I environmental site assessment, further evaluation to better characterize environmental conditions and potential liability may be warranted. Such conditions are typically explored through Phase II environmental site assessment investigation and sampling.

The scope of a Phase II environmental site assessment may vary significantly based on the Phase I findings and other project objectives. Phase II environmental site assessments are treated with the same level of intensity related to obtaining thorough and complete data in a timely fashion to facilitate important decisions about the site. To accomplish that goal, EWI owns and maintains equipment and possesses technical capabilities necessary for completing the investigation in-house, from initial planning through sample collection in the field. This approach produces a higher level of quality and schedule control, with cost-effective results.
