The GSA established the Order of Drinking Water Quality Management in 2016 when they began by instituting standards for maintaining drinking water in federal facilities. The Centers for Disease Control (CDC) has since tracked a 9-fold increase in cases of Legionnaires disease across the US so the GSA PBS Office of Facilities Management made update to this 2016 regulation.
As of February 2024, GSA started issuing pre-priced, unilateral change orders to include a scope of work for baseline quality testing in our existing leases, with certain exceptions. This requires sampling and testing for E.Coli, Legionella, Lead, and Copper for federally leased facilities.
EWI is ASSE 12080 Certified and is well versed in the facility sampling and testing requirements for similar initiatives such as Get The Lead Out focused on public school and childcare facilities and Lead Service Line Inventory, testing public water sources for municipalities and locations that provide water to employees or the public. To date – we have assisted over 50 school districts and 15+ municipalities to identify, sample and test as required by their state’s governing bodies.
HERE’S WHAT YOU NEED TO KNOW
STEP 1
IDENTIFY AND CONTACT ENVIRONMENTAL PROFESSIONAL
Note: Make sure the service provider has extensive experience in drinking water sampling and is knowledgeable on the applicable regulations.
STEP 2
LOCATE AND IDENTIFY DRINKING WATER OUTLETS THAT ARE DESIGNED FOR HUMAN CONSUMPTION AND SHOWERS IN ACCORDANCE WITH YOUR SCOPE OF WORK (SOW) PROVIDED TO YOU BY GSA
Note: To include 10% of all outlets in larger facilities, with a minimum of 5 outlets for smaller facilities.
STEP 3
TAKE NECESSARY SAMPLES AND SEND TO 3RD PARTY LABORATORY FOR TESTING
STEP 4
AFTER RECEIVING THE SAMPLE RESULTS – SEND TO THE EMAIL ADDRESS DESIGNATED IN YOUR UNILATERAL LEASE AMENDMENT (ULA)
Note: You must send the results within 3 days of receipt.
STEP 5
CLOSE OUT ANY OUTLETS THAT EXCEED THE LIMIT AND POST SIGNAGE INFORMING THE RESIDENTS AND GUESTS OF THE CLOSURE
STEP 6
BUILD AND EXECUTE CORRECTIVE ACTION AND REMEDIATION PLAN, IF NECESSARY
