Lead Service Line Inventory (LSLI)
DUE OCTOBER 16, 2024
Each state’s natural resources departments are leading the lead service line inventory initiative in association with the EPA’s Lead and Copper Rule. The deadline is coming up soon!
As required by the Lead and Copper Rule Revisions (LCRR), municipalities and organizations that manage public or private community water systems are required to provide a comprehensive inventory of all piping in their jurisdiction by October 16, 2024.
How EWI Can Help
• Record Review Services
• Locate and identify service lines for initial and updated inventories
• Create site specific CAD, GIS, and 3D models and maps
• Develop and execute water sampling and testing plans
• Regulator/DNR communication and support
• Public disclosure communication and support
• Removal and disposal of lead service lines + galvanized pipe requiring replacement
Our Process
Our approach allows us to safely and accurately identify service lines leaving the work site just as it was before the work began! Each location only takes an average of 45 minutes to complete with minimal disruption to the property.*
- Contact homeowners and get required signatures for access to property
- Identify the water meter location and use the pipe positioning in the meter to determine the trajectory of the line
- Choose location between the water meter and roadway/municipal land to daylight the first section of pipe
- Remove “grass cap” to be replaced once the line has been identified
- Use an air knife to loosen the dirt and rock above the service line
- Using a vacuum truck, remove all debris from the worksite as it is dislodged
- After locating the line, identify the material it is made of and document the material and location
- Backfill the line location with gravel and remaining dirt
- Replace the “grass cap” and tamp down for a closed worksite with little to no discernable change
- Repeat this process up to 3 times (contingent on client requirements) on either side of the homeowner’s water meter and water main in the area
* Project duration is contingent on the geology and ease of line location on site
Funding Possibilities
Drinking Water State Revolving Fund (DWSRF)
A federal-state program that provides funding and financing to public water systems for a wide range of drinking water infrastructure projects and activities.
Lead Service Line Replacement | $15 Billion over the next 5 years including $4 Billion for emerging contaminants nationwide
USDA Water Funding and Grant Options
How the Funds Can Be Used
• Lead Service Line Inventory and associated consultation and/or support
• Removal and replacement of lead service lines and galvanized service lines (currently or previously downstream of lead components or unknown material) including: goosenecks, pigtails, connectors, etc.
• Planning and design for LSLR construction projects
• Temporary pitcher filters or point-of0use devices certified by an American National Standards Institute accredited certified to reduce lead during or for a short period after LSLR projects
• Corrosion Control Studies/Infrastructure
