As President of Environmental Works, Mr. Smith is responsible for the management of over 60 technical and administrative staff members. Mr. Smith has 14 years of experience managing environmental projects in Missouri and across the U.S. These projects have included but are not limited to site characterization, risk assessment and remediation, tank compliance, removal, and closure, storm water / wastewater regulatory compliance, emergency response management, hazardous / non-hazardous waste management and Clean Air Act compliance. Mr. Smith also provides senior oversight for ongoing remediation at one CERCLA Superfund Site. Mr. Smith is highly regarded in the industry as a technical expert. He has served as an expert witness, interpreting data and developing conclusions based on his extensive understanding of technical and regulatory issues. Mr. Smith has also served on multiple regulatory stakeholder groups and industry advisory committees.
KEY PROJECT SUMMARY:
Project manager for a Missouri CERCLA (Superfund) Site in southwest Missouri, located in a geologically complex area (fractured bedrock and karst). Mr. Smith has overseen the development and implementation of innovative technologies to expedite Site closure.
Managed investigation, Phase I and Phase II environmental site assessment, remediation (including site-specific remediation planning and risk-based cleanup), closure feasibility assessments at locations ranging from manufacturing to petroleum pipeline to convenience store sites, and therefore has experience with remediating petroleum products, chlorinated compounds, heavy metals and numerous other contaminants of concern.
Demonstrated experience with EPA Region 7, State of Missouri, State of Kansas, City of Springfield, and other government oversight projects through a variety of working agreements. Includes communication with government project managers and routine technical interpretations consistent with Risk-Based Corrective Action (RBCA) Technical Guidance.
Obtained nearly 100 No Further Action (NFA) letters from MDNR at sites throughout Missouri since the inception of the MRBCA process in 2004.
Very experienced with Missouri Risk-Based Corrective Action (MRBCA), in that he has worked on over 150 MRBCA projects. These projects have provided Mr. Smith with a wide range of experience and knowledge, allowing him to effectively and efficiently manage his sites from inception to closure. Mr. Smith has also served on the Missouri RBCA Stakeholder’s Group for advising on revisions to the MRBCA Guidance since 2007
